Graph containers are normative; banks are legacy

ADR-0027, accepted 2026-09-26, chooses the graph container as the only normative top-level shape for VINDEX3 3.0 Final. The LYRW bank shape becomes legacy input: readers must recognize it and either open it or refuse by name with a migration path. LYRW file layout remains outside that normative contract. Named recognition and the single production bank producer are implemented; the scoped artifact inventory found none requiring migration. The graph conformance fixture and specification changes remain pending.
