Format works; default not flipped

VINDEX3 remains a 3.0 Candidate, with graph schema 6, while the current checkout uses planner schema 6 and semantics 23. It supports scoped execution, representation compilation and measurement, carrier observation and intervention, Unix plugins and CPU workers. These source capabilities are distinct from release availability. ADR-0027 chooses the graph container as the normative 3.0 shape and treats LYRW banks as legacy input; overall execution is pending. Automatic extraction still writes VINDEX2: M4 has not flipped.
