REPRESENT searches representations under behavioural contract

REPRESENT is the representation programme above quantization: compilation, selection, measurement and evidence-backed search have separate contracts. The current CLI compiles NVFP4, K-quants and plugin encodings, supports deployment images and protected projections, and measures candidates over sealed token banks. A smaller pack is not behavioral approval. The recorded Kimi Linear 48B topology passed its own 8,192-position contract; it is a scoped result, not proof of a universal optimizer.
