Documents define; tools implement

The format is defined by its documents — the ABI and the living spec, both public — not by any tool. A reference implementation compiles, verifies, and serves it, and proves the claims on the Record; but nothing in the format's contract requires that implementation, and the deletion invariant makes the point structural: execution depends only on what the container itself declares.
