A layer with no positional encoding is a judged semantic — NoPE — and it is not rope with theta zero, which would be nonsense wearing a number.
The spec's own worked example of the four-authority invariant: layer_rope_theta[3] = 0 must resolve to PositionPolicy::None all the way to the encoded container. A resolver that guesses rope(theta = 0) instead breaks Declared ≡ Resolved — and the comparison catches it.
