Not 'the model is four-bit' — a program: these tensors at one precision, those at another, an effective rate derived from the whole, stored as a physical fact inside the file.
A default encoding, role-based eligibility, and exceptions matched in declaration order — first match decides. Execution honours it over the backend's blanket request: in the recorded granite artifact, sixteen tensors run above the requested format because the pack says so, at an effective 5.65 bits per weight.
